Lee's Summit City Council approves multiple development projects in regular session
The Lee's Summit City Council approved several significant development projects during its regular session Monday, including preliminary plans for a Dutch Bros coffee location and a Les Schwab Tire Center.
The council unanimously approved a preliminary development plan for Dutch Bros at 10 SW Persels Road in the Oldham Village development. The coffee chain will occupy Lot 18 and Tract E on approximately 2.99 acres at the northwest intersection of SW Persels Road and South M-291 Highway.
Council members also approved plans for a Les Schwab Tire Center at 740 NW Ward Road. Both projects received approval following public hearings with no opposition from residents.
In the session's most substantial agenda item, the council approved a rezoning and preliminary development plan for East Village Phase 2. The 50-acre project, located at the southeast corner of South M-291 Highway and SE Bailey Road, will be rezoned from Planned Industrial to Planned Mixed Use District.
The council renewed special use permits for two existing businesses. U-haul at 1650 SW Market Street received a 19-year permit renewal for its recreational vehicle rental, equipment rental, truck sales and mini warehouse operations. Jefferson Street Storage at 1603 SW Jefferson Street was granted a 10-year permit renewal for its mini-storage facility.
City staff presented a conceptual economic development incentive request for a Battery Energy Storage System project at 501 NE Strother Road, proposed by SMT Energy. The presentation lasted nearly an hour but no action was taken.
The council also gave first reading to an ordinance that would extend liquor service hours during the 2026 FIFA World Cup and approved placing a question about city-wide residential solid waste collection services on the November 2026 ballot.
